Fetches a target group in draft status
GET/demand/accounts/{account_id}/projects/{project_id}/target-groups/{target_group_id}
Retrieves a target group using its Target Group ID. If the Target Group is not in a draft status it will redirect to the Target Group Details URL: /v2/accounts/$1/projects/$2/target-groups/$3/details
